Hello robbman! Welcome to CommuniTraders! The question you are asking is really very important, but with no absolutely clear answer. Firstly the pair is EUR/USD not USD/EUR, this mean that when you are buying EUR/USD you are actually buying euro and selling USD and not conversely. This pair is most volatile when the London market is open i.e. between 8 and 16:00 London Time when all the European markets are open.

Yes you are right, when the US stock market open at 14:30 London time the volatility very often increase significantly, but US markets i.e. New York trading centers are open a bit earlier from 13:00 UK time that mean the volatility in the currency markets could increase a bit earlier before the stock market open. Also at 13:30 UK time there are very often some major news announcements from the US, which also affect the volatility. So you have to be aware of all this factors, especially the big news announcements like this Thursday the ECB press conference and this Friday the Non Farm Payroll release and to be very careful trading around them. It could be traded but with more attention!

I am a beginner and i have also very little knowledge about it but as far as i know volatility can occur at any time. It depends upon situation.
